My friend has been on Effexor for 3 years and is experiencing tremors of her upper extremities. Her Psychiatrist says no.

I would double check on that.
Try calling more than one pharmacy and ask to speak with the pharmacist.
Ask the same question to the pharmacist leave out the part where the doctor said no.
Doctors are good about prescribing medication but, pharmacists have a lot of data and knowledge about medications.
By calling more than one pharmacy you’ll have more information about what could be happening to your friend.
