Alcoholic Stop Drinking: At What Point Is It Considered Alcoholism?

Question by Élodie: At what point is it considered alcoholism?
My step dad drinks quite often, maybe 2 to 4 times a week. He mostly drink “coke&rum”. On New Year, my family was at my grandparents’ house and he finished a whole bottle of rum and around a whole bottle of vodka. He also opened a wine bottle that was a gift to my grandparents without even asking them. When he drink, he starts insulting my mom, and I hate it. She won’t tell him to stop, she won’t do anything about it.

So I was wondering, would he be considered an alcoholic? Is it considered alcoholism? Or does he just like drinking?
