Since it is 8 pages, you will probably need a ton of information: http://www.niaaa.nih.gov/FAQs/General-English/default.htm that has a lot of information that you may want to use. You can also split the paper into different sections: alcohol abuse amongst teenagers; alcohol abuse on college campuses; alcohol abuse amongst adults; effects of alcohol abuse on the user; effects of alcohol abuse on the family and friends of the user; etc. I would start off the paper with a stunning statistic to grab the readers attention, such as: “Did you know that more than 50% of adult drinkers report that someone in their family has struggled with alcohol abuse?” (from http://www.gdcada.org/statistics/alcohol.htm).
