Would This Be Classified at “PTSD”?

My brother is 21. When he was 19 he was shot once during a drug deal gone bad. He AT THE TIME was addicted to oxycodone. He used it on a daily basis. Which he kept very secret. Anyhow, the deal apparently went bad and he was shot from 20ft away with a handgun. He was hospitalized and later released the same week. With only a scar. Not permanent damage at all. He acted like it was no big deal. He brushed it off and went back to work three days later, Also vowing to never return to that drug again. He did what he said but now he abuses alcohol and benzodiazapines very heavily. He was completely sober for 3 months then started to have quote “nightmares about being murdered” which the guy who shot him was never caught. He takes 100mg of Celexa daily (prescribed) and up to 4mg of Xanax daily (as needed) but he will take up to 10mg then drink alcohol with it, most often then not resulting in permanent memory problems for up to 20 hours. He blacks out almost every night. I’m not joking. Would someone who abuses these drugs simply for the peace of mind to be able to sleep at night and not remember half the day be classified at “PTSD”? He only did oxycodone because he enjoyed the rush or euphoria and sedation. I spoke with is counselor and she thinks he is just like the war veterans she treats. But i want a 2nd opinion….? Any ideas?
I forgot to add. It was not a life threatening wound. He was shot approx 3inchs blow the heart on the right side of his chest.
