Drug Abuse; as “the War on Drugs” Clearly Hasn’t Worked, What Can We Do Instead?

Question by Phil K: Drug abuse; As “the war on drugs” clearly hasn’t worked, what can we do instead?
Drug abuse is a horrible thing that does destroy people’s lives. Unfortunately the government’s method of addressing this problem, making them all illegal and proclaiming “Zero Tolerance,” clearly hasn’t worked. Drug abuse is more prevalent today than ever before. So what can we do to better address this problem? I don’t think legalizing and taxing drugs is a good idea as that would probably increase drug abuse.
Incidentally the way drugs have been prohibited or legalized has been very logically inconsistent. Alcohol is more addictive than marijuana and tobacco is more unhealthy than the same.
I’m curious to hear any ideas anyone might have, no matter how unusual.

Let people have jurisdiction over their own bodies, which means let them decide what they want to put in them. That is what people are doing anyway. The law is almost completely ineffective against them doing so. I say legalise it.
