In December 2008, The New York Times quotes Obama, saying: “We will create millions of jobs by making the single largest new investment in our national infrastructure since the creation of the federal highway system in the 1950s,” See http://www.nytimes.com/2008/12/07/us/politics/07radio.html . In fact, in January 2009, the Obama administration released a report, titled: “Job Impact of the American Recovery and Reinvestment Act.” On page 5 of that report, it states: “With Recovery Plan”-the unemployment rate will not rise above 8% in 2009 and in 2010 but “Without Recovery Plan”-unemployment rate will go up to 9% and no higher. However, right before the signing of the “American Recovery and Reinvestment Act” on February 17, 2009, vice president Joe Biden released a statement saying that only “400,000 Jobs to Be Created Nationwide by Investing in our Country’s Infrastructure,” See http://www.whitehouse.gov/the_press_office/VicePresidentBiden400000JobstoBeCreatedNationwidebyInvestinginourCountrysInfrastructure/ . Accordingly, “Unemployment Rate Soars to 8.1% in February,” See http://www.pbs.org/newshour/updates/business/jan-june09/jobs_03-06.html . “The nation’s unemployment rate jumped to 8.5 percent in March,” See http://www.cbsnews.com/stories/2009/04/03/business/main4915973.shtml . “Unemployment Rate Rises to 8.9% in April” (See http://www.ttnews.com/articles/basetemplate.aspx?storyid=21875 ) and 9.4% in May.

In reality, Obama’s “American Recovery and Reinvestment Act” is not, I stress, “putting Americans to work” that would promote “sweeping economic recovery.” Indeed, Kansas Congressman Jerry Moran explains it this way: Obama’s economic recovery package was originally supposed to provide money for “shovel-ready” projects designed to upgrade the nations highway system. Instead, Congressman Moran says such projects accounted for only 8 percent of the final package. “What happened, in my opinion, is that Congress operated as business as usual, and anything that anybody wanted to spend money on became labeled a stimulus and stuck in the bill that we passed,” he said.
